government-in-exile

Ousted regime abroad

A government-in-exile is a political group that claims legitimate authority over a country but operates from foreign territory, usually because it has been displaced by invasion, revolution, or coup.

During World War II, several European governments-in-exile operated from London after Nazi occupation: the Polish government-in-exile.

The term implies a claim to return to power and often carries diplomatic recognition from other nations.
