floor speech
Legislative chamber oration
A floor speech is a formal address delivered by a legislator in the main chamber of a legislative body—the Senate floor, the House floor.
Distinguished from remarks in committee hearings or press conferences, floor speeches become part of the official record: The senator took to the floor to speak against the bill.
They range from brief procedural statements to lengthy orations.
