bottom-heavy

Lower mass concentrated

Bottom-heavy describes something with more weight, mass, or bulk concentrated in its lower portion than its upper: The vase is bottom-heavy, so it won't tip easily.

The term extends to organizations or systems with disproportionate resources at lower levels: a bottom-heavy bureaucracy with too many junior staff.

Opposite of top-heavy.
