bureaucratic
Mired in paperwork
Bureaucratic describes anything characteristic of bureaucracies—large organizations with rigid hierarchies, formal procedures, and extensive paperwork.
The word almost always carries negative connotations: bureaucratic red tape, bureaucratic delays, bureaucratic nightmare.
A bureaucratic process is slow, impersonal, and frustrating, requiring forms and approvals that seem excessive relative to the task at hand.
