advisory council
Panel of advisors
An advisory council is a group assembled to provide guidance, recommendations, or expertise to an organization, government body, or leader.
Unlike a governing board, an advisory council typically lacks decision-making authority—its role is to advise rather than direct: The mayor appointed an advisory council on housing policy.
