blue ribbon panel
Elite advisory group
A blue ribbon panel is a group of experts or distinguished individuals assembled to investigate a complex issue or make recommendations.
The term suggests prestige and credibility—members are chosen for their expertise or reputation rather than political affiliation.
The governor appointed a blue ribbon panel to study prison reform.
Such panels typically address matters of public concern: safety failures, policy questions, institutional problems.
