upper house
Legislature's elite body
The upper house is one chamber of a two-chamber legislature, typically the smaller and more deliberative body.
In the United States, the Senate is the upper house; in the United Kingdom, the House of Lords.
Upper houses often have longer terms, higher age requirements, or different selection methods than lower houses: The bill passed the lower house but stalled in the upper house.
