soviet

Revolutionary workers' council

A soviet is a workers' council, the basic unit of government in the former USSR.

The term comes from a Russian word meaning council or advice.

Local soviets elected delegates to regional bodies, which in turn sent representatives upward to the Supreme Soviet.

Outside historical contexts, soviet occasionally describes any workers' council or collective governing body.

The factory soviet voted to strike. (Capitalized Soviet refers to the USSR or its people.)
