mouthing
Forming voiceless words
Mouthing is forming words with your lips without producing sound, or producing sound without sincerity.
You might mouth words across a crowded room: She mouthed "I love you" from across the table.
To mouth platitudes or pieties is to say them without meaning them—going through the motions of speech without genuine conviction behind it.
