high-king

King of kings

A high-king is a king who rules over other kings—a supreme monarch in a hierarchy of royalty.

The term appears most often in Irish and Celtic history, where regional kings owed allegiance to a high-king: Brian Boru became High-King of Ireland in 1002.

The concept appears in fantasy literature modeled on medieval structures.
