petty king
Small domain sovereign
A petty king is a minor ruler whose domain is small or whose power is limited compared to greater monarchs.
The term appears in historical contexts describing fragmented territories—medieval Ireland had dozens of petty kings, each controlling a túath or small kingdom.
It can also be used dismissively for anyone who exercises authority over a trivial domain: He rules the homeowners association like a petty king.
