cuff

Sleeve's fabric border

A cuff is the band at the end of a sleeve, often folded back or buttoned.

Trouser cuffs are the folded hems at the ankles.

Cuffs in the plural usually means handcuffs: The officer put him in cuffs.

To cuff someone is to strike them with an open hand, or to restrain them with handcuffs.

Off the cuff means impromptu, from the old practice of jotting notes on one's shirt cuff before speaking.
