chugger

Charity signature collector

A chugger is a charity mugger—someone who approaches pedestrians on the street to solicit donations or sign-ups for charitable organizations.

The term is mildly derisive, reflecting annoyance at aggressive fundraising tactics: I got stopped by three chuggers on my way to work.
