chatterer

Never stops gabbing

A chatterer is someone who talks rapidly and at length about trivial matters.

The word carries mild disapproval—chatterers don't know when to stop or when their conversation has become tiresome: The chatterers in the back of the room made it hard to concentrate.

Chatterer also names several bird species known for their noisy, continuous calls.
