rigmarole

Needlessly complicated process

Rigmarole is a lengthy, complicated, and often pointless process or set of procedures that seems unnecessarily elaborate.

I had to go through the whole rigmarole of filling out forms just to get a library card.

The word also applies to rambling, incoherent speech or writing that goes on without getting to the point.

Both senses carry a tone of exasperation at wasted time and effort.
