blockade runners
Siege supply ships
Blockade runners are ships or their crews that slip through naval blockades to deliver cargo—typically weapons, supplies, or goods made scarce by the blockade.
The term is most associated with the American Civil War, when vessels evaded Union ships to supply the Confederacy: The blockade runner carried cotton out and arms in.
By extension, anyone who circumvents a blockade or embargo.
