black marketeer
Underground goods dealer
A black marketeer is someone who buys or sells goods illegally, typically scarce or rationed items at inflated prices.
The term gained currency during wartime rationing when certain goods could only be obtained through unofficial channels: Black marketeers made fortunes selling nylon stockings during the war.
The word carries connotations of opportunism and profiteering.
