Rulemaking

Agency policy creation

Rulemaking is the process by which government agencies create regulations that have the force of law.

In the United States, federal rulemaking typically involves publishing proposed rules, soliciting public comment, and issuing final regulations: The EPA's rulemaking on emissions standards took three years.

The term also applies to any formal procedure for establishing binding rules within an organization or institution.
