whipping post

Flogging restraint pole

A whipping post is an upright post to which a person was tied for flogging as legal punishment.

Common in colonial America and used into the twentieth century in some states, it remains a symbol of brutal justice: The prisoner was led to the whipping post at dawn.

Figuratively, someone made a whipping post is repeatedly blamed or punished.
