wheel rim
Circle holding rubber
The wheel rim is the outer edge of a wheel, the circular metal structure that holds the tire in place.
On automobiles, rims are often decorative as well as functional: He upgraded to chrome rims.
The term is sometimes shortened to just rim, especially when discussing aftermarket wheels: Those rims cost more than my first car.
