underrotates

Turns too little

Underrotates describes insufficient rotation in a spinning movement.

In gymnastics and figure skating, a jump that underrotates doesn't complete the intended number of turns before landing: She underrotates her triple axel consistently.

Divers and skateboarders face similar issues when they fail to spin far enough.

The opposite is overrotating.
