Perpetually zoned out
Space cadet is someone who seems disconnected from reality—dreamy, inattentive, or mentally elsewhere.
The term originally described trainees in science fiction space programs, but now it's mildly insulting slang for a person who zones out or seems oblivious: Don't be such a space cadet—I asked you three times.
It can also suggest someone whose thinking seems impractical or bizarre.
