prohibitionists
Temperance movement advocates
Prohibitionists are people who advocate for banning something, most commonly alcohol.
The term gained currency during the temperance movement that led to the Eighteenth Amendment in the United States, which banned alcohol sales from 1920 to 1933.
Today it applies to anyone pushing to outlaw a substance or activity: Drug prohibitionists argue that legalization would increase addiction rates.
