local option
Town decides itself
Local option is the right of a local government—typically a county or municipality—to decide certain matters for itself, especially whether to permit the sale of alcohol.
A county exercising local option might vote to remain "dry" while surrounding areas allow liquor sales.
The term extends to other policy areas where state law grants localities discretion: The state constitution provides a local option for Sunday hunting.
