political agenda
Governing policy goals
A political agenda is a set of issues, goals, or policies that a person, party, or group prioritizes and seeks to advance.
The phrase often carries suspicion—to say someone has a political agenda implies they're pursuing partisan goals under cover of neutrality: Critics accused the documentary of pushing a political agenda.
An agenda can be explicit or hidden.
