mental deficiency

Intellectual capacity limitation

Mental deficiency is an outdated term for what is now called intellectual disability—significantly below-average cognitive functioning that affects learning, reasoning, and adaptive behavior.

The term was once standard in medical and legal contexts but fell out of favor as clinical language shifted toward less stigmatizing terminology.

It persists in some older statutes and documents.
