low-rise

Not a tower

Low-rise describes buildings with few stories—typically under four or five floors, without elevators: a low-rise apartment complex, low-rise office buildings.

The term contrasts with high-rise.

Low-rise also describes pants or underwear that sit below the natural waist: low-rise jeans.
