enactor

One who implements

An enactor is someone who enacts something—typically a law, policy, or plan.

Legislators are enactors of statutes; administrators may be enactors of regulations.

The word also applies to those who act out or perform something: historical reenactors, enactors of ritual.

Less common than the verb enact from which it derives.
