earmarking

Designating for purpose

Earmarking is designating something for a particular purpose.

Money is earmarked for specific projects; funds earmarked for education can't be spent on roads.

The term comes from the practice of notching animals' ears to identify ownership.

In politics, earmarking often refers to congressional provisions directing money to specific local projects: Critics called it earmarking; supporters called it constituent service.
