ring-fencing
Shielding allocated funds
Ring-fencing is setting aside funds or resources so they can only be used for a specific purpose: The grant money was ring-fenced for educational programs.
The term comes from the literal fence that encircles livestock, keeping them contained.
In finance and government, ring-fencing protects budgets from being raided for other uses or isolates risky assets from contaminating a broader portfolio.
British usage favors the hyphenated form; American English often uses *ringfence* or *ring fence*.
