dewlap
Pendulous neck skin
A dewlap is the loose fold of skin hanging from the throat or neck of certain animals, especially cattle, dogs, and some lizards.
In older or heavier animals, it may become quite pronounced.
The term occasionally describes similar loose skin under a human chin: He stroked his dewlap thoughtfully.
