dewlaps

Jowly skin flaps

Dewlaps are loose folds of skin hanging from the throat or neck, most commonly seen on cattle, dogs like bloodhounds, and some lizards.

The term extends to similar sagging flesh on humans, particularly the loose skin under an aging chin: He tugged at his dewlaps while thinking.
