broken treaties
Promises nations abandoned
Broken treaties are agreements between nations or peoples that one party has violated or abandoned.
The phrase appears most often in discussions of Indigenous history, where governments repeatedly made and then disregarded treaties with Native peoples: The reservation system was built on broken treaties.
More broadly, any failed diplomatic agreement: a history of broken treaties between the two countries.
