Brain-dead describes someone whose brain has permanently ceased all function, though machines may keep the body alive.
This is the medical and legal threshold of death.
Figuratively, brain-dead means utterly stupid or unthinking: These brain-dead policies are destroying the company.
It can also describe mental exhaustion: I'm completely brain-dead after that exam.
