pronouncement

Formal public declaration

A pronouncement is a formal or authoritative declaration—something announced with weight or ceremony: The judge's pronouncement ended weeks of speculation.

The word often implies gravity or finality, as when officials make pronouncements on policy or courts issue pronouncements on law.

It can also describe any statement delivered with unusual solemnity, sometimes mockingly: He made grand pronouncements about the future of art.
