slumlord
Exploitative property owner
A slumlord is a landlord who owns rundown rental properties, typically in poor urban neighborhoods, and neglects maintenance while extracting maximum rent from tenants who have few housing alternatives.
The term is always pejorative, implying exploitation of vulnerable people: The slumlord hadn't fixed the heating in years.
