whipper-in
Hound pack controller
A whipper-in is a hunt staff member who assists the huntsman by keeping the hounds together as a pack during a fox hunt.
The term comes from whipping straying hounds back into formation.
By extension, a whipper-in is anyone who enforces discipline or keeps a group in line—particularly in British politics, where the term evolved into the parliamentary whip.
