welfarism
Government assistance ideology
Welfarism is the principle that social welfare—the well-being of people generally—should guide policy and resource allocation.
The term often carries a critical edge, used by opponents to characterize excessive government support programs: The candidate accused his opponent of welfarism that would bankrupt the state.
In philosophy, welfarism holds that the goodness of outcomes depends solely on individual welfare, not on how goods are distributed or acquired.
