valance
Curtain rod cover
A valance is a short decorative curtain or piece of drapery hung across the top of a window, often concealing the curtain rod or hardware.
Valances also appear on bed frames, hanging from the edge of the mattress to the floor to hide the space beneath: The dust ruffle was really just a bed valance.
