valances
Decorative curtain headers
Valances are decorative drapery panels that hang across the top of a window, concealing the curtain rod and hardware.
They frame the window without covering it entirely: The kitchen had cheerful valances above the sink.
Similar fabric borders appear on beds, hiding the frame between mattress and floor—these are also called bed skirts or dust ruffles.
