rate-limiting
Capping the speed
Rate-limiting describes the factor that constrains the speed of a process—the bottleneck that determines how fast the whole system can go.
In biochemistry, the rate-limiting step is the slowest reaction in a metabolic pathway.
In computing, rate-limiting means deliberately restricting how often an action can occur: The API has rate-limiting to prevent abuse.
More broadly, anything that holds back progress can be rate-limiting: Funding is the rate-limiting factor for this research.
