policy wonk
Regulation and procedure nerd
A policy wonk is someone deeply immersed in the details of government policy—the kind of person who reads legislation for pleasure and can discuss healthcare reform or tax code minutiae at length.
The term is mildly teasing but often affectionate: She's a total policy wonk who actually enjoys budget hearings.
Wonk suggests intellectual enthusiasm that others might find tedious.
