spin down
Slow to halt
Spin down describes the gradual slowing of something that rotates—a hard drive's platters, a centrifuge, a flywheel.
In computing, drives spin down to conserve power when idle: The server spins down unused disks overnight.
The phrase extends to any controlled reduction of activity: We're spinning down operations before the holiday.
