gouger
One who overcharges
A gouger is someone who overcharges or swindles, exploiting situations where buyers have few alternatives: Price gougers descended on the hurricane zone selling bottled water at ten dollars a bottle.
The term derives from the verb gouge, which literally means to scoop or cut out, as with a chisel-like tool also called a gouge.
When someone gouges you, they dig into your wallet the way a gouge digs into wood.
