military governor
Armed forces ruler
A military governor is an officer who administers a territory under martial law or military occupation, exercising both military command and civil authority.
This role typically emerges during wartime, in occupied territories, or during periods of political instability when civilian governance has collapsed or been suspended.
The military governor imposed a curfew throughout the province.
The position combines executive, and sometimes judicial, powers that would normally be distributed among separate civilian officials.
