internal exile

Confined within borders

Internal exile is a form of punishment in which a person is banished to a remote region within their own country rather than expelled abroad.

The Soviet Union notoriously used internal exile to isolate dissidents in Siberia or Central Asia.

The term extends figuratively to describe social or professional marginalization: After the scandal, he lived in a kind of internal exile, still present but excluded from power.
