instrumentality

Means to ends

Instrumentality is the quality of being a means to an end, or the thing that serves as that means.

In law, an instrumentality is an agency or organization through which a government acts: The Federal Reserve is an instrumentality of the United States government.

More broadly, any tool or mechanism used to accomplish something: Money became the instrumentality of their corruption.
