hoop skirts
Structured petticoat frames
Hoop skirts are women's undergarments with a framework of flexible hoops—originally whalebone or cane, later steel or plastic—that hold a skirt out in a wide, bell-shaped silhouette.
Popular in the mid-nineteenth century, they created the dramatic width of Civil War–era fashion.
The term also applies to the outer skirts worn over such frames: She could barely fit through the doorway in her hoop skirt.
