grass-eater

Grazing animal type

A grass-eater is a corrupt police officer who accepts small bribes or gratuities—free meals, discounted services, minor payoffs—but doesn't actively seek them out.

The term contrasts with meat-eater, an officer who aggressively pursues larger-scale corruption.

The distinction emerged from the 1970s Knapp Commission investigation into New York City police corruption.

More literally, a grass-eater is simply an herbivore.
