deep-rooted
Hard to uproot
Deep-rooted describes something firmly established and difficult to change or remove.
The metaphor comes from plants whose roots extend far underground, making them hard to uproot.
Beliefs, traditions, prejudices, and fears can all be deep-rooted: deep-rooted distrust of authority, a deep-rooted fear of abandonment.
Problems described as deep-rooted require more than surface-level solutions.
